Invite people to see the headquarters, things you do. That you're not hiding holdin' cells or anything. Doubt you'll convince everyone, ( Not as long as Hadriel keeps inviting the kind of people who would cause trouble for the other residents. ) but—
[Not that the HQ isn't already open to the public, but no one particularly wanders up there unless they're looking for the Guard. A little advertisement might go a long way.]

Could also try combat classes. ( She's not sure about that, and it shows in her tone, but it lets people spend time with guard members, which might... do... something? )
[Never been stellar, and most if it isn't even the Guard's fault. Most people just assume they're the cops immediately; always have, probably always will.]
